Create a spatial/spectral WCS covering footprint of the input

Refactored from jwst.resample.resample_spec.ResampleSpecData.build_nirspec_output_wcs for regularly-spaced grids in linear or log wavelength.

Parameters
wave_scalefloat

Factor by which to scale the wavelength grid relative to the median dispersion of a single slit

log_wavebool

Wavelength grid is evenly spaced in log(wave)

get_weighted_centerbool

Try to find the source centroid in the slit
